In early March, organizers from Harriet’s Wildest Dreams put out a call for folks to pack the final hearing of the Secure DC bill. Youth Organizing Collective members attended the hearing after learning more about the provisions in the bill. For many, it marked their first time seeing local decision-makers in action. After the final vote, they reflected on how this will impact their everyday lives. They emerged with a renewed commitment to being active participants in shaping our city’s vision of what safety means for DC Youth.

At the hearing, Ward 4 Councilmember Janeese Lewis George shared this powerful reminder that resonated with YOC members:

For alt text: When we hear people characterize en masse our city in such a negative light, when they don’t understand where we have been, especially as Black people in this city, I think it’s right to say we agree that we have issues in this city– but we don’t agree with you saying all Black youth in DC are out of control. And that’s just because we experienced that when we were young Black kids. The reality is, the vast majority of our young kids in this city are doing so amazing. They are doing amazing work, they are bright, they are brilliant…It's okay for us to also highlight what we think and what we want to celebrate about our city that is consummate to who we are. And we have to be more careful about how we talk about our city and our communities and our neighborhoods and our children. – Councilmember Janeese Lewis George

After the hearing, YOC members collectively wrote a statement to the DC Council expressing their concerns about the Secure DC Omnibus Amendment Act of 2024. They highlighted their concern that the bill offered insufficient protections and their fear that its provisions would lead to further overcriminalization in their communities. They also urged the council to intentionally engage with young Black and Brown residents before implementing legislation that affects their lives.
